SIS implemented a full suite of web-enabled Oracle 11i Public Sector Financials applications for the City of Vancouver, WA. The “Vision” project was designed to completely replace the City’s legacy system with a web-enabled solution.
These core Vision applications consisted of General Ledger, Purchasing, Accounts Payable, Accounts Receivable, Treasury, Fixed Assets, and Projects. The new |

Oracle system is not just a change for the Finance department. All departments are now able to take advantage of the new features that Oracle brings to the City. Whether when entering a requisition, looking up an asset, or managing a project, Oracle brings a set of integrated applications that helped to streamline the business processes of the City.
For example, Oracle Purchasing provided the ability to report out on the purchases made by the City as a whole. This gives the City the opportunity to really analyze the items they are buying and look at ways of buying the same items, but at a lesser price, saving their customers money. This also helped managers and staff in planning for future purchases. |

| Oracle Projects provided a completely different way to look at City projects. It assisted project managers in tracking costs the way the City actually built/constructed the project. |

The City is now able to track major project elements such as planning, design, public involvement, construction, etc. as tasks instead of establishing multiple general ledger account codes to separate these costs.
For the City, Oracle 11i was implemented in a web-based, three tier architecture in a HP-UX, Windows-2000 environment. SIS managed the overall effort and coordinated the efforts of SIS’ staff and the key staff resources of the City. SIS provided a broad range of implementation services covering all aspects of strategic planning, system installation, training, customization, interface development, conversion planning and execution, and overall project management.
Vision went live with a “rapid track” project implementation in January, 2002. Vision now provides the City with central administrative systems infrastructure that supports the growth of the City into the next century.
SIS also completed work on the second phase of Vision – an integrated HR/Payroll application implemented Citywide in May 2003. This effort completed the Vision project and the City’s now has a modern ERP system in place to manage its administrative and business operations.
