Berks County is an urban area of 373,638 persons (2000 Census), situated in southeastern Pennsylvania. The county seat, which is the city of Reading, is 56 miles northwest of Philadelphia and the heart of the Delaware Valley region, which is one of the leading industrial and trade complexes in the nation

 
 

SIS was selected as systems integrator and prime contactor for a multi-year project to implement an integrated Enterprise Resource Planning (ERP) System-Financials, along with appropriate business process improvements including real-time, decentralized, county-wide financial management processes and capabilities that enhances the County’s fiscal staff’s capacity and ability to provide improved stewardship of County funds

Called PHOENIX, this project is one of the most significant technology initiatives ever undertaken within the County. The new system will allow the County to perform a timely, accurate month-end financial close, decentralize financial processes so they are accomplished with greater accountability at the appropriate levels, and provide financial information easily and accurately to all levels of the organization thereby having “one version of the truth”.

Project PHOENIX is being implemented in two phases. The first phase includes iProcurement and Purchasing Modules for the Purchasing department ,Accounts Receivable (for the Treasurer’s office), Accounts Payable (for the Controller’s office), the General Ledger (for the whole County) and Projects and Grants (for all ongoing programs). This phase will go live January 2009.

 
 
 
 

Phase II includes iSupplier where vendors will be able to put bids in on line, download their catalogues to the County’s site, come into the system and maintain their information as well as check on the progress of their shipments and payments. Fixed Assets which the county uses to track any major purchases over $5,000 and Planning and Budgeting will also be part of Phase II. In addition, the County is planning for implementation of HR/Payroll functions in subsequent years.

SIS is providing a comprehensive range of services for the entire project life cycle from Strategic Planning and Requirements phase through the Implementation project and subsequent support phases of the effort. SIS is managing the overall effort and is coordinated the efforts of SIS’ and County staff..
